Shorts play at 9:16, but YouTube publishes thumbnails under a fixed set of file names with fixed shapes. Three of them are 4:3: Default at 120 x 90, High at 480 x 360 and Standard at 640 x 480. Two are 16:9: Medium at 320 x 180 and Max-Res at 1280 x 720. No 1080 x 1920 file exists behind a Short, so nothing here can hand you one. The 4:3 boxes are less wide than the 16:9 boxes. When YouTube trims a tall frame to fit, a 4:3 box keeps more of the top and bottom than a 16:9 box does. YouTube also decides per file whether to trim the frame or leave space around it. Open the cards and compare, because the largest file is not always the one that keeps the part you want.

No. Max-Res (maxresdefault.jpg) is generated for most Shorts but not all, and the card shows a 'Not Found' placeholder when the file is absent. A Short posted minutes ago is the usual case, since the larger files appear once processing finishes, so it is worth searching again a little later. High (480 x 360) and Medium (320 x 180) exist for practically every Short, so High is the size to fall back on when Max-Res never turns up.

You get whatever YouTube currently serves as that video's thumbnail, which is the cover the creator set, whether they uploaded an image or picked a frame from the clip. When no cover was ever set, YouTube falls back to an automatic frame. The auto-generated stills further down this page (1.jpg, 2.jpg and 3.jpg) give you other moments from the same Short, which is useful when the cover is a title card and you wanted the action. Note that a replaced cover is gone: the new picture is served under the same file name and YouTube keeps no history of the old one.

All of them, because Shorts do not have a separate ID space. A youtube.com/shorts/ address, the youtu.be link from the Share sheet, an ordinary watch?v= URL, the m.youtube.com mobile address and the raw 11 character ID all point at one video and return one set of files. Tracking parameters such as ?feature=share or ?si= are ignored. The one thing that will not work is a playlist link, which carries a list= identifier instead of a video ID.

The cover belongs to the creator, and Shorts often carry licensed music or borrowed clips on top of that. Saving one for reference, or showing it while you discuss that Short in a review, a news item or a lesson, is the kind of use that normally counts as fair use. Posting it as the cover of your own Short is not, and it can trip YouTube's reused content rules as well as copyright. Ask the creator whenever the use is commercial.
